The Supply/Procurement Manager is responsible for buying the best quality equipment and goods and services at the most competitive prices, in addition to overseeing supply chain management for Student Health Services. Prepares purchase requisitions, reviews purchase orders, assures timely delivery of materials, processes paperwork for accounts payable and coordinates shipment of outgoing packages, returns, etc. Acts as a liaison between the University of South Carolina and vendors to coordinate the purchase, receipt and delivery of supplies to the Student Health Service. Responds to calls and other inquiries from vendors and internal clients regarding supplies and equipment. Resolves billing discrepancies in collaboration with internal clients. Reviews invoices for agreement with terms of the Purchase Order. Follow-up with internal clients regarding contract renewals. Maintains electronic inventory of supplies and equipment and establishes re-order criteria. Position will be responsible for the development and implementation of a structured and organized purchasing and supply department. Examines existing procedures or opportunities for streamlining processes to meet organizational needs. Position will identify and maintain detailed records of supply sources and vendors. Position will be responsible for initiating bids and proposals such as Request For Proposal (RFP), Best Value Bids (BVB) , Fixed Price Bids (FPB) and the like. Follow-up and coordinate meetings, as needed, with departments to facilitate the development of comprehensive contract requirements and to ensure timely issuance of solicitation. Coordinate proposal evaluation.
The typical work week is Monday thru Friday 8:00am- 5:00pm. Position will typically work 40 hours per/week, however based on duties of position, individual may be called to assist with campus and departmental crisis' during evenings and weekends and during peak periods of high patient volume. Position is considered essential staff.

Minimum Qualifications Bachelor's degree and 4 years work experience as a supervisor in a large supply services or property control operation.
Knowledge/Skills/Expertise : Ability to exercise sound, independent judgment and use critical thinking skills to perform duties. Excellent written and oral skills.
Preferred Qualifications Prefer experience in health care operations. Prefer basic knowledge of inventory control procedures and experience utilizing an electronic inventory management system. Prefer experience initiating/preparing bids and proposals such RFP's, BVB's, FPB's and the like.
